i'm tamron hall. the "news nation" is following breaking news right now. the harsh back and forth over today's job reports showing the unemployment rate fell to 7.8%. that, by the way, is the lowest level since president bahaobamak office. some of the headlines read newest conspiracy theory, jobs reports. conservative jobs data are a phony. "the new york times" website had this one. here's conservative joe scarborough's take on "morning joe." >> i don't mean to sound like the executive in "big," but i don't get it. >> a much stronger reaction from

former ge ceo jack welch who tweeted unbelievable jobs numbers. these chicago guys will do anything. can't debate, so change numbers. and from florida tea party congressman alan west. he put up i agree with former ge ceo jack welch. chicago-style work involved it. solis responded to the suggestion the numbers were cooked. >> i'm insulted when i hear that, because we have a very professional civil service organization where you have top, top economists that work at the bls. they've been doing these calculations. these are our best trained and best skilled individuals that have been working in the field. it's really ludicrous to hear that kind of statement. >> let's bring in our "news nation" political panel today. john harwood and zachary ca

caribel. thank you, gentlemen, for joining me. john, i want to come to you first because i want to play what president obama and governor romney said just a short time ago reacting to the jobs reports. let me play those first, both of them. >> there were fewer new jobs created this month than last month, and the unemployment rate as you noted this year has come down very, very slowly. it's come down nonetheless. the reason it came down this year is primarily due to the fact that more and more people have just stopped looking for work. >> today's news certainly is not an excuse to try to talk down the economy to score a few political points. it's a reminder that this country has come too far to turn back now. >> so john harwood, before we talk about this back and forth, i want to talk about the psychological impact of the rate falling below 8% today. >> it's positive for obama and

say that the rate is where it was when i took office. i don't think we should be under any illusions. 7.8% is a high unemployment rate, weak economy. it is a talking point for the administration, and it will get a lot of media attention. it doesn't change the underlying economic reality facing americans, which is not good. >> the labor department lsd employers added 114,000 jobs in september. the goal would have been around 150,000, 155,000, right john? >> exactly. there were upward revisions from the month of august, which is positive for the administration. generally speaking as one labor economist told my colleague"th,n economy with three speeds, slow, idle and reverse. we're in slow mode right now, and this report reflects it. >> let's bring in zachary. you make an analysis of the numbers, 7.8%, 114,000 jobs, not

what was expected. i want to get into how this turned into the latest political distraction for some reason. tony fredo is a former spokesperson from george w. bush. he tweeted out that the bureau of labor statistics is not manipulating data. evidence of such would be actually a scandal of enormous proportions and a loss of credibility. that's what he is saying but influence sal voices are saying the books are cooked, zachary. is that possible? >> i suppose anything is possible, but the layers of security under these numbers, they're released under lockdown. there's intense security around them, but it would be of watergate proportions. for people who don't want the numbers to trend, i suppose in a somewhat positive trend -- john harwood is not, this is not hos

ana hosana is it's absurd and a complete distraction from what the report says and what's happening in the economy. >> john harwood gave excellent perspective. these numbers are not a celebration. this is a continuing story line. the economy is struggling to get on its feet. why would you have congressman alan west and others say that the books are cooked when you could secertainly just point to the fact of the economy and the recovery is going slowly? why then put in this conspiracy somehow that the books were cooked? if the obama administration cooked the books, certainly the bush administration would have done so in those terrible years when the economy turned, or if someone in the administration has that kind of power. >> yeah. i actually agree 100% with mr. harwood and with tony whose tweet you quoted. you don't have to attack the integrity of the number to attack the substance of the numbers. 114,000 new jobs is nothing to

celebrate. it takes 150,000 new jobs every month to absorb new work into the work force. we have 3.4 college graduates this year that need to find jobs and need 150,000 jobs to stosh them and the other people entering the work force. back in 2004 barack obama attacked president bush for a jobs report where 300,000 jobs were created, three times today's jobs. we're celebrating this today, and i think it's unwise. it shows that the expectations are much lower. we have a much lower bar to define success, and i don't think that's good for anyone. i don't think that's good for the american economy or any one of us. >> i wanted to say, look, jack welch was a successful businessman on this subject. he has absolutely no idea what he's talking about. crazy talk like that is a symptom of the disease in our political media culture and a disease of disbelief and polarization where every time a new poll comes, whether it shows obama or romney up, i get people

that say i don't believe those numbers. they're made up, and it's sad and something they have to deal with. >> it's not just the political media. let me tell you you something, john. that tweet it from mr. welch was retweeted not just by correspondents covering it. these are people on twitter, on facebook who somehow maybe are walking down the street and their neighbor says did you hearing what jack welch says, the numbers are cooked and that contributes to the toxic level where people have no confidence in anything. forget the polls because you can talk about sampling and whatnot. this is the economy. it's 114,000 jobs. it's not the goal number. let's be one of the 114,000 who didn't have a job last month, and now you have a check to put in the bank and maybe more food to put on the table and pay a couple of bills out there. those jobs count, john. >> this is a long-term trend in our culture, tamron. back from the 1960s collapse of respect for authority. we have the same accusations, by

the way, when bush was president about manipulating the data. it's of a piece with the people that said, the reason we went to war with iraq was because bush lied for ulterior motives. george w. bush went to war in iraq because he believed it was in the national security interest of the united states. the fact that people want to sort of throw around this stuff is just not helpful to anybody. >> zachary, you maintained this notion we will see an unemployment rate as we saw in years past far from this 7.8% that we'll never get back to that. when people imagine this unemployment rate of -- i don't know what they think, 5%. that will never be begin in the society. >> not in the next five or seven years. who knows what happens in the decade. we should salute john in that point there's no credibility in jack welch making these arguments. we shouldn't credit them as having that. the other point is the problem with the numbers is this is a round number for a 300 million

person economy with a lot of regional variation. nothing in this report today changes the fact there's a lot of people unemployed a long time. 8.6 people are in part-time work and they want fum-time work. nothing changes that. if it was 8% or 7.5%, it wouldn't change that. we live in the economy where a segment of the population does really well and a lot of people doing fine and one badly. >> jonathan, i'll get you in. one more follow-up for zachary here. if this number doesn't matter, why were economists and some prediblgting it was going up, we would have seen a number that ticked up today sxnt down? >> you have this whole industry of economists who game and try to predict what this number is going to be, because it's a cottage industry t. has its own logic. we're better off talking about the plight of people without college education and talking about regional issues where florida and the southwest have high unemployment whereas

nebraska doesn't have high unemployment. you have this whole industry that predicts these numbers, but these are very hard numbers to predict. people are almost always wrong. >> absolutely, jonathan, let me bring you in. house speaker john boehner and eric cantor issued statements credit sidesiiticizing the numb. they didn't go further than that. is there a perception out that the conservatives and republicans if they don't tick up, especially the unemployment rate specifically they're seen rooting against the economy in some ways because you celebrate if it went up to 8.2% to 8.3% by saying, see, further proof the obama administration is is messing up the economy further as opposed to saying let's look at both sides as john pointed out. unemployment has ticked down, but we have a battle here in a stalled or stagnant position? it seems to some people that the republicans are rooting for disaster in hopes of being able

to win the coveted prize of the white house. >> i think everybody wants to see the economy grow. i think everybody wants to see a real true robust jobs growth. that's not what we saw in the report. that's the issue here. you know, the unemployment rate may have ticked down but the jobs growth was anemianemic. we'd love jobs to be created and it's not happening. >> you think congressman alan west is rooting for a good jobs report when he alleges that the books are cooked? >> i don't know why he said that. i don't know enough about his position. >> he's not alone, and it's not just jack welch. it's not these two people living on an isolated island? >> who else was it. >> joe scarborough for example this morning looked in the camera and said i don't get it, because the numbers are perhaps -- i don't know anyone's motivation and it's not for me to say. there are questions coming out because the number went down. >> scarborough is mush easier access for you than me.

i don't know what he was thinking. >> i don't know either. go ahead. >> jonathan, i would say, look, everybody i'm sure hopes this economic system generates growth, jobs and prosperity. i'm absolutely certain there are a lot of republicans who hope that that does not happen in the six weeks leading up to the election, because the narrative of the campaign has been that the the democrats and particularly obama has had four years to make it better and he failed to do so and the numbers prove it. if things get better in october, that undermines a fundamental aspect of a campaign strategy, and i am not questioning whether or not mitt romney, a whole series of republicans want the economy better. right now it's strategically better if the economy is worse, given that argument for election. >> i don't know how you argue that 114,000 jobs is the economy getting a lot better. >> i'm not saying there is. i'm saying there would be a desire for this to remain and look worse in the weeks leading up. >> let's go to john harwood for the last word on this.

last night in an interview fr governor romney backtracked for the first time in the controversial remarks regarding the 47%. >> clearly in a campaign with hundreds if not thousands of speeches and question and answer sessions you say something that doesn't come out write. this says something completely wrong. i believe my life shows care about 100%. >> joinidavid, does governor ro deserve credit? he says now he was completely wrong about that statement caught on tape. >> you know, tamron, there's

some things i can say to my wife that i might regret and i'll apologize and she'll accept my apolo apology. i can imagine other things she might say she's sorry and won't forgive me. in this case mitt romney said something offensive to half the country that's hard for him to take back. people felt like they got an insight into his soul. it was a private moment with people like himself. it went directly to his values. it said, i believe these people. 47% of the country don't pay income tax believe they're entitled. they are always dependent on government. that's hard to take back. he can say i apologize for na and i was wrong for saying it, but i believe the damage is done. you can't put the toothpaste back on the tube. >> it took three weeks for three weeks for governor romney to say his remarks are wrong. let me play the evolution from

where we got from his initial reaction to where he was last night. >> as i point out, i recognize that among those that pay no tax, approximately 47% of americans, i'm not likely to be highly successful with a message of lowering taxes. it's not he elegantly stated, let me put it that way. i'm speaking off the cuff in response to a question. >> i have a very effective campaign doing a good job, but not everything i say is elegant. >> i'm a president for 100% of the american people. that's the real percent people care about. not 99 versus 1 or 47 versus everyone else. i said something completely wrong. >> the initial remarks caught on tape, some on the right said there was an amen moment and they were happy governor romney said it. now he says that the remarks were wrong. where do you stand? do you believe him now, or were you one of the ones that applauded the initial comment? >> i think you got to give him credit. he owned up to it and he

apologized for it and took it back. i think he's right when you're on the campaign and making literally thousands of stops over the course of 18 months and two years, by the rule of statistics you say stuff that is wrong. look at what obama said in 2008 when he said people clinged to their guns and religious. that was offensive to tens of millions aacross the country. he tried to take it back. you have to give romney some credit for owning up to it and taking it back. >> some of the analysis is he admitted these remarks are wrong because he needs to move away from the far right. there were people like eric erickson who said that these remarks, the initial remarks were spot-on. he's completely moved aawway fr the remarks saying they were not just inartful but wrong. my specific question is he shifting from the far right by now saying they were completely

wrong comments, not inartful but wrong. >> i don't know that a gree with the assumption they were on the far ride. they were running it to his right. i don't accept the assumption he was a far right guy. i think what he said you need to credit him for making a very, very clear statement for retracting what he said, and now i think it's time to move on and talk about different things. >> anne, i didn't say governor romney went to the far right, because we know that's not the case. the talking point that there were people in in the country that wanted to live off entitlements and did not want to get out and work had been floated around on some of the conservative websites and touted for some time. is the governor shifting and moving away by saying flat-out, i was wrong about this? does this make amends for what happened over the last three weeks? >> it's hard to interpret it any other way, i think. what's so curious is why three weeks later if what he believed is the statement was wrong, if

he thought it was something he shouldn't have said, that seems like an obvious thing to know the next morning after you heard about it or maybe three or four days later or a week later. the three-week gap is so curious. in some ways you can interpret it as him having gotten praise from the right initially thinking this isn't so bad. over time seeing what some of the numbers are and changing his mind about that. we haven't gotten an explanation out of the campaign about what that time delay is about. >> jonathan, do you reject the notion ez prad on the right and doesn't get him through a general election. is this his etch-a-sketch moment that would happen? those are not my words. that came from his senior adv e adviser at the time. >> i think the candidates say things they regret. look at president obama and the ad his super-pac ran calling mitt romney responsible for the death of a woman.

they were asked to criticize that ad and haven't do it. that's been months. there's cases of this with candidates. >> david. >> tamron, here's the critical issue. americans feel like they get a window something someone's soul when something they blurt out conforms with maybe something you suspect about this person. we always suspected that mitt romney had a disdain for the working class and middle class, and sure enough that quote came out and proved it to us. we had an assumption that mitt romney was an empty suit and changed his stripes. sure enough, three weeks later he tells us this is not sincere. this is a kcalculated move. >> now he says it's wrong, as he shifted for example, in some respects back and forth on health care saying he would repeal obama care. a couple of days before the debate, embracing he was the godfather of obama care. the larger issue is, with mitt romney coming out and saying, i

was wrong, does that help him reset his campaign? >> no. >> you say -- >> i say no because he's looking more and more like a shape shifter, which is precisely the stereotype that people have somehow in their minds held about him, including people on the right. you don't know who the real mitt romney is. by doing this it's like he's inflicting 1,000 cuts on himself. this constant movement and bobs and weaving doesn't help him recover when it comes to likability and trustability. >> anne let met get you in. in virginia governor romney was with congressman ryan there. they had the fireworks, and it actually reminlded me of when the republicans would criticize the democrats for having those pillars remember at the last democratic national convention. quite a beautiful sight, but even chuck todd and our first read team noted that image alone

could look like you still have a few more debates to go. >> well, i think that's right. look, i think the romney campaign knows they don't want to be seen as too over the top either in their own comments or exuberance or the fireworks, which i system they weren't trying to suggest that this was the end of the election. >> absolutely not. >> they were having a moment to sell bralcelebrate and if the s on the other foot, i suspect obama would take heat for it. i doubt we'll have fireworks at the nekz presidential debate. >> you don't know. we might have a different kind of fireworks with vice president joe biden, which so many say now democrats are concerned of whether or not he will help or hurt. we'll talk about that later. we have a lot of time for that. thank you for your time. have a great weekend david, anne and jonathan. coming up, an update on the ongoing voter i.d. battle, this one in florida. a federal judge refuses to stop the state from purging names

governor romney in that state. kristen welker traveling with the president in cleveland. kristen, what else are we hearing from the whout concerning the jobs report? >> reporter: good afternoon, tamron. the white house, the obama campaign feeling good about this jobs report today. you heard the president talk about it during his first campaign event in virginia a little early on today touting the fact that this is the lowest jobs or unemployment rate since he took office. the president made that claim, and the crowds really went wild starts to cheer. he went on the report to turn the page after his lackluster debate performance on wednesday. he has also, tamron, been using really ramped up rhetoric to talk about his republican challenger, mitt romney. he accused mitt romney of not being the real mitt romney on wednesday night during that debate saying he appeared to be more moderate, walked back some

of his initial positions. mr. obama said his health care plan would cover pre-existing condition, that's a claim that the campaign walked about. today mr. obama said romney had been fact-checked by his own campaign. took a slight at that. trying to rally support in ohio where early voting has already started. this is a key battleground state, tamron. >> thank you, kristen. more on the breaking news. the new jobs numbers. in a statement john boehner said while there's positive news in today's report, job creation is far too slow and the unemployment rate is far too high. senate majority leader harry reid said with unemployment dropping below 8% to the lowest level in four years, our economy is on the right track. joining me now is "newsweek" columnist zachary caribel. we have one more jobs report left and let's move aahead and not talk about the ground game regarding the numbers we've seen. let's talk about the numbers we haven't seen coming up. >> you have to agree with

boehner's comment, this may be the only time to say that. it's too slow and too many are unemploy unemployed. that won't change in the next four weeks. the numbers were revised up the past four months so you can see a report with the numbers revised down. there's nothing in the past few months that suggests we get a november surprise, meaning a number that is going to come out the friday before the election that is going to be so dramatically up or down it will change the tenor of people going to the polls the tuesday after next job report. >> it's very likely where we are now is where we'll be? >> right. we were, in fact -- i don't think it really requires massive somersaults to argue that there was a crisis four years ago, it stabilized and got dramatically better relative to that crisis. it's only half-done in terms of getting to some point where there aren't so many marginally attached people and part-time employees. we're not going to see that in the next four weeks, but this

gives obama the space and frankly gives governor romney the space to say, we're no longer in the crisis we're in. what are we going to do so that four years from now when whoever runs for president four years from now faces an economic with a lower unemployment rate. >> both candidates have their opportunity based on these numbers and quite honestly even numbers before that to point toward a vision for what's next. >> which is lacking from the debate the other night. >> correct. what romney does not have an opportunity to do is make a concerted, passionate argument about how bad things are and how much worse this administration has made them. you can have an open argument about how much better they could and who has a better glide path to that future, and hopefully that's what we get in the next four weeks, right? you can't do this is terrible and this is made worse by this administration. >> let's talk about the jobs have been added, health care, transportation, leisure, hospitality and construction as well. 16,000 jobs lost in

manufacturing. >> this is a one-month snapshot. you have a lot of jobs added to manufacturing. i said it before and say it again now. a lot of the new manufacturing in the united states just doesn't create the kind of jobs it used to because of technologies and robotics. you can have an expansion without jobs. a lot of retail jobs and headlight care jobs and not just great paying jobs. that's another aspect. what is a legitimate living wage? one surprise given the debate in this election is government is shedding jobs. public service unions, jobs have been lost and teacher jobs have been lost. it's come from health care and retail and construction manufacturing. as housing picks up, u more construction jobs. >> zachary, thank you very much. now knot "news nation" postscript. president obama and governor romney's face-to-face debate dominated the political headlines this week from the buildup and the main event and the of course the democratic hang wringing after president

obama's less than stellar performance. >> come thursday morning the entire narrative of this race will change. >> in debating it's he coming up with the best answers and zingers. >> i know folks in the media are speculating on who will have the best zingers. >> no economist says his plan adds $5 trillion. i will not add to the deficit. i have five boys. i'm used to people saying something that's not always true but keep on repeating it and ultimately hope i believe it. that's not the case. >> i don't know what he was doing out there. i don't know how he let romney get away with the crap he threw out. what was he doing foetonight? where was obama tonight? >> you happy? mr. president, you broke chris matthe matthews? let me see if i can come up with a two-minute answer that might have been more effective. liar! lie, lie, lie, lie, lie, lie,

lie, lie, lie, liar. >> governor romney may dance around his positions, but if you want to be president, you owe the american people the truth. >> let me bring in nbc news senior political editor. i have to laugh at jon stewart. wouldn't that have been a sight to have the president pointing over saying there. oh, boy. a lot of things to laugh about. it is so serious to cry about. you want to get folks back to work and see this economy recover for this country. they have to come up with a vision and have a few more debates. >> one thing going back to the debates you show is in the democrats and president obama really hadn't faced adversity over the past three months. over the past three months you've seen the romney campaigns, republicans on the defensive. they finally got some very good news, and i think what's going to end up happening in the election is how the campaigns

respond. you saw president obama respond very forcefully yesterday, also told. you saw the romney campaign try to build from its momentum on wednesday night. we've now kind of entered a new phase of this campaign, and it's going to be really interesting what goes into the days ahead and also those debates ahead. >> "the daily beast" has a headline, "blame obama's lousy debate on john kerry. bring bill clinton as his debate coach." that's one person's opinion of the matter. nevertheless, no chance in that happening, but we know from what david axelrod has said and others, there will likely be a strategy change for the president in the next debate. >> no one knows why the president didn't do as well. i think that you're going to see a more focused president obama. actually, a more focused obama campaign team on preparation. this is a conversation we had about mitt romney and a lot of things he said shouldn't have been too surprising given all the republican debates we had seen over the past year or so.

and president obama was caught flat-footed, his campaign was flat-footed. we'll see if the adjustments they end up making as david axelrod promised. >> what's the early word on the vice presidential debates? you have democrats off the record worried knowing that biden could give a make moment or a break moment. >> it's most watched tv. it's important to note that paul ryan has never been on this stage before. joe biden, given he's run for president twice, including the 2008 series, has a lot of debate experience. so it's going to be interesting, and the democrats need a little bit of a boost after what happened on wednesday. >> i hope congressman ryan comes out and says, can i call you joe? for old time's sake to start it off on a humorous note. have a great weekend. >> you, too. >> we're talking about governor romney trying to turn around a rough few weeks.

he had a lot of success in the debate. president obama trying to restart after the debates perhaps capitalizing on the half-good jobs report. up next, i'll talk to the editor of politogeek.com. there's a lot going on today, and here's some things we thought you should know. a new film about the death of osama bin laden will debut on the national geographic channel. only two days before the presidential election. the movie is produced by two obama fund raisers, s.e.a.l. team 6 the raid on osama bin laden airs sunday, november 4th. darryl hannah was arrested in texas last night while protesting the construction of the keystone pipeline. she's a long-time opponent of the oil pipeline project. she was arrested in a protest in front of the white house last year. the first lady was asked who should like to see play her hubby in a movie.
